Eugin used the Options for Delivering Ecosystem-Based Marine Management (ODEMM) approach for scoping an integrated ecosystem assessment for the southern Benguela, from the early 1960s to present and zooming in on the most important fisheries. It emerges that: 

a) fisheries are still the biggest risk (NB even in this productive upwelling ecosystem) and 

b) this methodology indicates that recreational fishing and commercial line fisheries have recently posed bigger risks than the small pelagics fishery.
